President Donald Trump on Wednesday signed a presidential memorandum directing the United States to withdraw from 66 international organizations, ordering federal agencies to immediately end participation in and funding for entities the administration says no longer serve American interests.
The move follows a State Department review ordered earlier this year under Executive Order 14199. According to the White House, the withdrawals include 35 non–United Nations organizations and 31 United Nations entities.
In the memorandum, Trump said he reviewed the findings submitted by Secretary of State Marco Rubio and concluded it is “contrary to the interests of the U.S. to remain a member of, participate in, or otherwise provide support” for the listed organizations.
The order instructs all executive departments and agencies to take immediate steps to carry out the withdrawals as soon as possible. For United Nations entities, the directive calls for ending U.S. participation or funding to the extent permitted by law.
Administration officials framed the decision as a key part of Trump’s broader “America First” agenda, emphasizing a renewed focus on national sovereignty, fiscal responsibility, and ending taxpayer support for organizations viewed as wasteful, ineffective, or hostile to U.S. interests.
The White House said the review of additional international organizations is still ongoing.
Secretary of State Marco Rubio said the withdrawals deliver on a central promise of Trump’s presidency.
“Today, President Trump announced the U.S. is leaving 66 anti-American, useless, or wasteful international organizations,” Rubio said in a post on X. “Review of additional international organizations remains ongoing.”
