A group of President Donald Trump’s closest allies in the House is bringing legislative business to a standstill as they demand Senate Republicans advance what Trump has repeatedly called his top legislative priority: the SAVE America Act.
Led by Rep. Anna Paulina Luna (R-Fla.) a bloc of House conservatives has vowed to oppose procedural votes on Senate legislation until the election security bill receives action in the upper chamber, effectively preventing the House from moving forward on much of its agenda.
“There’s going to be no votes this week, and it’s going to be as long as it takes,” Luna told Fox News Digital.
The strategy forced House Republican leaders to pull a slate of scheduled votes on Wednesday after it became clear they lacked the support needed to move legislation to the floor. With Republicans holding only a narrow majority, a small number of dissenting lawmakers can halt House business.
Luna said the effort is aimed at backing Trump’s priorities and increasing pressure on Senate Republicans.
“The president’s been very clear,” she told Fox News Digital. “He’s not playing these games anymore, and I’m going to fully back him, and I have the votes to do it.”
Trump has repeatedly identified the SAVE America Act as a cornerstone of his second-term agenda. The legislation would establish nationwide voter ID requirements, tighten rules governing mail-in voting, and prohibit gender transition procedures for minors, among other provisions. While House Republicans have rallied behind the bill, it has stalled in the Senate amid Democratic opposition and procedural hurdles.
House Speaker Mike Johnson (R-La.) is expected to meet with Trump as Republican leaders work to resolve the standoff. Johnson has suggested including a narrower election integrity measure in a future budget reconciliation package that would encourage states to require federally verified REAL IDs for voting.
Luna rejected that proposal, arguing reconciliation cannot be used to enact the broader SAVE America Act.
“I want to warn the American people that you cannot get SAVE America Act on reconciliation,” she told Fox News Digital. “It’s not possible to be done, so we’re not drinking the Kool-Aid on that. Unless the Senate decides to fire the parliamentarian, nothing will change.”
The impasse comes as the Senate has already left Washington for its two-week Independence Day recess, making immediate action on the legislation unlikely.
Trump has also used his influence outside the Capitol to reinforce the pressure campaign. This week, he announced he would withhold his signature from a bipartisan housing bill approved by Congress until lawmakers send the SAVE America Act to his desk, underscoring that election integrity remains his administration’s highest legislative priority.
Luna dismissed suggestions that Republicans should celebrate passage of the housing package while the election bill remains stalled.
“They don’t get to go home and say that they’re getting wins for the American people when they’re not even able to deliver on that 80/20 issue,” she said, referring to the SAVE America Act.
She also praised Trump’s decision to delay action on the housing measure.
“I really applaud the president for saying that he’s not going to sign it into law,” Luna said. “I think that he reserves the right to veto.”
The conservative coalition has pledged to vote against every Senate bill that reaches the House until the SAVE America Act advances, a strategy designed to force Senate Republicans to confront the issue rather than move on to other priorities.
With the Senate out of session until after the July 4 holiday and House conservatives showing no signs of backing down, the standoff is poised to test Republican unity as Trump continues pressing Congress to deliver on one of his signature campaign promises.
